Abstract

The implementation of the “Women, Peace, and Security” (WPS) Agenda within the European Union’s Common Security and Defence Policy (CSDP) missions represents a critical intersection of two essential areas of international policy: the promotion of peace and security, and the advancement of gender equality.

Developed by the United Nations, the WPS Agenda seeks to recognize and amplify the unique role of women in conflict prevention and peacebuilding processes.

With the growing significance of the EU’s CSDP missions, which provide security and stability globally, integrating the WPS Agenda into these operations has become both a key challenge and an opportunity.

Although various EU strategies and frameworks have been adopted to incorporate the WPS Agenda, significant barriers remain, such as the under-representation of women, particularly in leadership roles, insufficient gender expertise, and ineffective monitoring and evaluation systems.

Despite progress, notably in civilian missions, the full integration of WPS in CSDP operations is still insufficient compared to other EU policies. To achieve real progress, EU Member States need to demonstrate strong political will, cooperate across EU institutions, and promote best practices that highlight the strategic advantages of gender-inclusive peacebuilding. Additionally, international cooperation, particularly with the UN, and the involvement of civil society organizations are crucial to overcoming challenges and driving meaningful change.

Ultimately, while challenges persist, the EU has the opportunity and responsibility to lead in promoting gender equality and strengthening peace and security globally, contributing to a more just and inclusive world.
